The Regulation on Orders of April 5, 1797 stipulated that the Order of Saint Catherine "shall have the Mistress thereof or the Order Master in the person of the Wife of His Majesty, the Empress. Her Majesty shall retain the title of the Mistress of the Order for the Iifetimej even if у by Divine Providence у she becomes a widow; while the wife of the reigning Emperor shall claim the mentioned title no sooner than after She (the Mistress) dies".27

Статут 1797 года определял, что «после Начальницы или Орденмейстера ордена Св.Екатерины, в особе Ея императорского Величества, непосредственно следует Наместница или Диакониса»1*, а «Название Наместницы или Диаконисы присвояется Супруге Наследника Всероссийского Престола, а буде Eя нету то первейшей Великой Княгине или Великой Княжне. >>29 Там же говорилось, что «ежели вдовствующая Императрица занимает Орденмейстерское место, то Наместницей или Диаконисою бывает Супруга Царствующего императора, доколе по смерти первой не вступит в Ея право. »30
Павел I ввел правило, что «Великие Княжны при Святом Крещении получают знаки ордена... Княжны Крови Императорской, имеющие титул Высочества, получают тот же самый орден по достижении установленного для них совершеннолетия (т. е. 20 лет или при вступлении в брак). Княжнам Крови Императорской, имеющим титул Светлости, пожалование сего ордена производится по изволению Императорского Величе-ства.»п
Ордену была отдана церковь Св.Екатерины в Таврическом дворце в Санкт-Петербурге (по Указу от 20 августа 1845 года вместо нее за орденом была закреплена церковь училища Св.Екатерины в Санкт-Петербурге). Он получил печать с изображением окруженной лентой орденской звезды. Для ведения дел вводились должности церемониймейстера, секретаря и двух герольдов. Крест ордена Св.Екатерины служил им знаком различия. Церемониймейстер носил его на узкой шейной ленте, а секретарь и герольд на такой же ленте в петлице.
День памяти Св.Екатерины - 24 ноября - стал днем орденского праздника. В этот день,

The Order of St.Catherine
The Statute of 1797 established the order of precedence for the Order management, specifically defining that "after the Mistress or the Order Master of the Order of Saint Catherine in the person of Her Imperial Majesty immediately follows the Deputy or the Deaconess"2*, and the "Title of the Deputy or the Deaconess shall be granted to the Wife of the Heir to the Russian Throney ory if she is not, to the very first Grand Duchess or Grand Princess."14 The document also specified, that "if the widowed Empress holds the position of the Order Mastery then the Deputy or Deaconess station shall be occupied by the Wife of the Reigning Emperor until she claims the Title of the former after She dies."i0
Paul I introduced the rule that "Grand Princesses shall receive badges of the Order upon baptism ... Princesses of Imperial Descent, bearing the title of Her Majestyy shall be bestowed with the same Order when reaching the established legal age (20 years or when getting married). Princesses of Imperial Descent, bearing the title of Her Serenityy shall be granted with the Order on discretion of His Imperial M a je sty."31
The Order was accorded with the Church of Saint Catherine in Tavrichesky Palace in Saint Petersburg (by the Decree of August 20,1845 it was substituted with the Church of Saint Catherine's School in Saint Petersburg). The Order received the official seal, designed as the Star of the Order encircled with ribbon. To uphold administration of the Order, positions of the Master of Ceremonies, the Secretary and two Heralds were introduced. They were differentiated by how they would wear the Cross of the Order of Saint Catherine. The Master of Ceremonies had it on a narrow neck ribbon, while the Secretary and the Heralds wore it on the same ribbon in the buttonhole.
